The Competition on Public Partnership Promotion in the region: Ukraine-Moldova-Romania

The goal of the competition is to combine ideas and efforts of civic
society representatives of Ukraine, Moldova and Romania for
establishing and strengthening open democratic society components as
well as creating principles of sustainable development in the region in
the context of the European Neighborhood Policy.

Projects that envision international exchange of experience in
solving important social problems as well as promotion of social
innovations and public activity will be supported. Projects are planned
together with partners from all three countries as long-term
initiatives and are to be implemented both in three of the countries in
the format of work or brainstorming meetings, seminars, study visits,
workshops, etc. The East East Program will cover local expenses to
support the implementation of hosting projects and travel expenses for
invited participants in case when the projects are implemented in a
partner country.
The leading organization agreed by involved partners submits the
completed proposal to the national office of the East East Program:
Partnership Beyond Borders in its country.
Competition areas:
1. Strengthening partnership between NGOs and Local Authorities
through trilateral activities (public/private partnership, citizens
participation in decision-making, good practices in local
problem-solving, transparency in local affairs, ensuring community
development in rural areas, etc.);
2. Supporting the European integration efforts and monitoring of
public processes in the region: action plans implementation, security
issues, human rights monitoring, borders openness, etc.
3. Facilitating dialog between elites to support the process of
democratization in the three countries, especially encouraging
involvement of young experts;
4. Approaching prospects of Euro-Atlantic integration in the Black Sea Region;
5. Facilitating cooperation and dialog between public of the region and civil organizations of Transnistria.
Competition participants: NGOs, local authorities of border
regions, mass media, policy centers, educational institutions and
others.
Projects evaluation criteria:
* the competition requirements compliance and correspondence to the Program principles;
* correspondence to the OSI’s mission;
* the project activity plan;
* motivation of the project partners and participants;
* expected results; short-term and long-term outcomes;
* additional sources of financing or in-kind contribution;
* the applicant’s experience in international projects implementation in mentioned area.
The Program will not support projects that envision:
* world congresses or conferences;
* highly tailored conferences or scientific events;
* network meetings;
* individual research projects;
* art events;
* particular translation and publishing activity;
* institutional support and an infrastructure development;
* commercial or profitable activity.
The competition budget is opened.
The project proposals submitted should receive approval from the
East East Program Advisory Committees from all Participating
Foundations (Soros Foundation-Moldova, International Renaissance
Foundation-Kyiv and the Open Society Foundation-Romania) and only after
that the project proposal is going to be submitted to the OSI NY who
will take the final decision.
The deadline for proposals is June 15, 2006. Projects should be
submitted no less than 8-10 weeks before their implementation start,
therefore the projects should be planned to be implemented starting
with September 2006.
Please pay attention at the following:
* the original copy and electronic version of the proposal has to be submitted in English;
* the Participating Foundations neither provides a review nor gives back submitted materials;
* the final decision on a project is not to be reconsidered;
* the Participating Foundations does not announce the reasons of a project rejection;
* the Participating Foundations does not provide financing to political parties, religious communities or natural persons.

partecipate in the Culture 2007 Programme submitting, as main organiser, a
multiannual project on cataloguing, preservation, valorization and dissemination
of advertising poster collections. The finally selected project will be financed
by the same European Commission for the 50% of its total budget.The municipal Museums of Treviso keep a state property collection
consisting in around 30.000 advertising posters. It is the most important and
exhaustive collection on the italian scene, comprehending works of almost all
the “great” of poster designing, from the end of XIXth century to the first
sixty years of the XXth century, such as Dudovich, Mauzan, Cappiello, Boccasile,
Chéret, Mucha, Toulouse-Lautrec, Van der Velde, Kokoscha, etc.To partecipate in the european call for proposal we are looking for
co-organisers interested in sharing the below listed objectives.Project aims and expected results1) identification of standard criteria in order to draw up a europeancataloguing file card concerning advertising graphic materials2) comparison of technical experiences and working out of
methodologicalguidelines for restoration works3) exchange of “good practices”, circulation of news and scientificoutcomes, also using technologically advanced instruments4) creation of three-year workshops and of a forum in order to debate
anddeeply investigate the above mentioned scientific and methodological

one’s poster collection.Processing of the results deriving from the cataloguing experimental
actions and their sharing and dissemination among the partners.Third year – disseminationContinuation of dissemination and sharing of study results – deriving from
the exchange of good practices and from emerging proposals – with prospective

etc.) To promote the circulation of the results achieved during the first and
second stage, the web databank will be increased, to allow each partner to

economic value of this advertising graphic heritage, an exhibition of posters

Solicitanti
Pentru proiecte care solicita finantare comunitara de maximum 50%,
contributiile financiare pentru proiecte pot fi acordate: oricarei persoane juridice sau asociere de persoane juridice, inclusiv organisme
independente publice si organizatii regionale de protectie a
consumatorului, care actioneaza independent de industrie si comert si
sunt de fapt responsabile pentru implementarea proiectelor.
Pentru proiectele care solicita finantare comunitare de maximum 75%, nu
pot fi acordate contributii financiare decat proiectelor propuse de
organizatii ale consumatorilor din Noile state membre sau candidate,
care actioneaza independent de industrie si comert si care sunt de fapt
responsabile de implementarea proiectelor. In proiect trebuie sa fie
implicate organizatii ale consumatorilor din cel putin alte trei state
eligibile.
Activitati
Pentru proiectele ce solicita finantare comunitara de pana la 50% se
pot remite propuneri referitoare la orice tema sau subiect pe care
partenerii de proiect il aleg ca fiind relevant pentru realizarea
obiectivelor precizate mai sus.
Pentru proiectele ce solicita finantare comunitara de pana la 75%, pe
langa obiectivele precizate anterior, aceste proiecte trebuie sa vizeze
grabirea aplicarii eficiente a acquis-ului comunitar privind protectia
consumatorului in Noile State Membre sau candidate.
Conditii
Bugetul total de co-finantare a proiectelor in 2006 este estimat la 2,5
milioane euro. In principiu, sprijinul financiar comunitar nu poate
depasi 50% din totalul cheltuielilor legate de implementarea
activitatilor eligibile.

Propunerile de finantare trebuie depuse in format electronic (document
pdf pe un CD-ROM) utilizand programul Adobe Acrobat 7 pana la data de

MATRA este un program de finantare al
Ministerului de Afaceri Externe din Olanda compus dintr-o gama larga de
componente ce sprijina procesul de transformare sociala ce are loc in
Europa Centrala si de Est. Unul din componentele programului MATRA este
Programul de Granturi Mici acordate de Ambasada (Matra Small Embassy
Projects Programme)cunoscut si sub denumirea de Matra-KAP.
Matra-KAP este un program implementat prin intermediul Ambasadei Regatului Tarilor de Jos la Bucuresti.
Pot
beneficia de finantare in cadrul acestui program organizatii
neguvernamentale (ONG-uri)cu personalitate juridica stabilita in
Romania, autoritati publice locale, institutii si agentii.
Activitatile
ce pot fi finantate in cadrul acestui program trebuie sa poata fi
incluse in cadrul uneia sau mai multora din urmatoarele sectoare:
legislatie si justitie, administratie publica / ordine publica ,
informatii publice/media, drepturile omului/minoritati, protectia
mediului, intarirea capacitatii ONG-urilor, politici sociale si de ocupare a fortei de munca, sanatate, educatie, cultura, bunastare si
dezvoltarea de politici in vederea asigurarii de locuinte.
Exista
cateva domenii in cadrul carora am aprecia in mod deosebit sa primim
propuneri de proiect. Intelegand ca in cadrul acestor domenii au
existat deja diverse initiative implementate fie de organizatii
guvernamentale sau neguvernamentale, noi consideram ca din perspectiva
ONG-urilor si autoritatilor locale unele dintre acestea merita si
necesita o atentie sporita. Domeniile la care ne referim sunt:
- anticoruptie;
- combaterea traficului de fiinte umane;
-
sustenabilitatea organizatiilor neguvernamentale � initiativele ar
trebui sa fie directionate catre dezvoltarea capacitatii organizatiilor
neguvernamentale de a: accesa fonduri (altele decat cele provenite de
la donori straini); crearea de si colaborarea in retele; colaborarea cu
institutii guvernamentale; managementul voluntarilor; influentarea
elaborari de politici publice; etc.;
- initiative legate de
diferentele de gen care sa vizeze o schimbare structurala in situatiile
existente in sectorul egalitatii de sanse intre femei si barbati ; al
violentei domestice; reprezentarea femeilor in viata politica; accesul
femeilor pe piata muncii; etc. ;
- cultura ca instrument al democratizarii si transformarii sociale;
-
drepturile omului � acordand o atentie deosebita monitorizarii
aplicarii prevederilor legale si a bunelor practici din acest domeniu.
Modalitatea
de aplicare pentru obtinerea unui spirijin financiar in cadrul acestui
program prevede trimiterea unui Formular de Aplicare pe adresa
Ambasadei Regatului Tarilor de Jos in Romania (str. Aleea Alexandru 20,
011823 Bucuresti sector 1). Propunerile de proiect trebuie sa fie
inaintate Ambasadei in scris, in limba engleza, intr-un singur exemplar
si trebuie sa contina toate datele solicitate. Formularul de Aplicare,
impreuna cu informatii referitoare la modul de completare a acestuia si
la anexele solicitate, precum si alte informatii utile referitoare la
procedura de aplicare, sunt accesibile pe adresa web a Ambasadei: www.netherlandsemb.ro
Data limita de aplicare pentru anul curent este vineri, 16 iunie 2006, data postei.
Evaluarea tuturor propunerilor de proiect (formularelor de aplicare)
trimise pana la data limita de aplicare se va face pana cel tarziu la
data de 1 Noiembrie 2006. Ambasada contacteaza telefonic sau prin
e-mail organizatiile care au inaintat propunerile de proiect ce sunt
aprobate spre finantare (pana cel tarziu la data de 1 octombrie 2006)
si, respectiv, trimite o scrisoare de refuz acelor organizatii a caror
aplicatie nu a fost aprobata (pana cel tarziu la data de 1 noiembrie
2006).
Proiectele aprobate spre finantare in cadrul acestui
program beneficiazain medie deaprox. EURO 9,000.-, sumamaxima care se
acorda pentru finantarea unui proiect fiind de EURO 15,000.
Beneficiarul sprijinului acordat trebuie sa contribuie financiar si/sau
in natura la implementarea proiectului. Durata de implementarea
proiectului nu poate depasi 12 luni.
Este important de retinut
ca fondurile disponibile in cadrul programului Matra-KAP sunt limitate
si prin urmare este posibil ca unor propuneri de proiect sa le fie
refuzata finantarea chiar daca acestea indeplinesc toate cerintele mai
sus amintite.
